Can non-resident aliens practice patent law in international offices of American firms?

I am aware that NRAs can't practice in the US due to the USPTO green card requirement. However, would they be able to practice elsewhere as an employee of US firms (e.g. Linklaters has an IP office in Luxembourg)?

I think so? But honestly, not 100% sure. It may be frowned upon, but could probs do it. I'd ask the firm in question tbh.
