Sandwich WITHOUT Peanut Butter AND/OR Jelly?

If someone wanted to convey that the sandwich requires both peanut butter and jelly, what is the proper phrasing:

OPTION A: This sandwich cannot take place without peanut butter or jelly.

OPTION B: This sandwich cannot take place without peanut butter and jelly.

Aside from logic, is there a grammar issue that would for some reason constrain the phrasing (e.g., using the negation "without" along with the conjunction "and"?)
