Low 170s vs Mid-High 170s

Hello! I apologize if this has been asked before, but I tried searching on this forum, and I haven't found anything.

In your opinion, what separates those in the low 170s from those in the mid-high 170s in their test-taking abilities? It can't just be luck, right?

IMO high-170s scorers are really 180 types who happened to miss a couple questions for some reason: maybe they went too fast, the questions were odd, something "caught" them, etc. But they were aiming for 180. Low-170s scorers miss about twice as many questions, which signals (to me) some specific weaknesses that could be identified and resolved. I'll grant there are the truly special 180 scorers (likely a strict subset of all 180s) who would never miss a question ever and never make a mistake.
