The correct answer for this question is D: 'disputing the conditions under which a key term of her argument can be appropriately applied'. But B is so hard for me to eliminate.
I think James counters Maria's argument by re-define the implication of totalitarian: 'the ambition of state' rather than 'the actual degree of control'. Thus, answer B is also acceptable, since it offers an alternative explanation for the situation Maria describes.
