Even If

The answer for PT51 S1 Q21 is (D) for this question. I looked on Manhattan Prep and the explanation one of the people gave was that "even if" implies neither sufficiency nor necessity. So my question is regarding this phrase. When you have a sentence on the LR that contains this phrase, do we always treat it like this? I just want to clear things up.

Also, you can find another example on PT35 S4 Q13. The last sentence in the stimulus states: "...since they would never cross against red lights even if there were no law prohibiting pedestrians from crossing against red lights."
Do I treat this case of "even if" the same way?
