Even if the test has been published (has it actually been published, or is it just available to test takers?), you can't post the full question here.
(I also don't think your formulation of the above works, because what you're labeling negation test doesn't negate the assumption. The negation would be "if the sea creatures HAVE been able to survive being dumped midocean, they have NOT rarely wreaked havoc with the new habitat." You're missing a negation of the first clause.)

Doesn't the negation of (if A --> B) become (if A --> not necessarily B)?

Oh, yeah, you may be right. It's been a long time since I took the LSAT and I think I was thinking of negation test differently. I don't have the question any more to look at, so you should probably rely on someone else.
