Item Response Theory and LSAT "Equating"

The executive summary reads exactly like a tough RC passage, so free prep. For those without significant statistics training, read the beginning and the end.

Does anyone know if the graph on page 4 applies to actual LSAT questions, and that the "item pseudo-guessing parameter" c, or the chance of guessing an answer correctly, is about 10% instead of the expected 20%?
