60.lr1.15 v 61.lr1.16

The first question uses "saving money" to mean not the total net gain of money after faucet installation costs are deducted; if it did 60.lr1.15A would also be a necessary assumption.
whereas 61.lr1.16 assumes saving money refers to the net gain of money after costs are deducted.
why this apparent discrepancy?

for 60.1.15 the main issue is whether or not the claims are exaggerated, but does the reasoning in the stim presume the choice A?
the question stem is "reasoning is questionable in that it takes for granted that.." so A and C could be assumptions but not the ones that make the reasoning questionable.
manufacturers' claims are related to saving money. imo nothing in the stim suggests that their claims are strictly about the savings consumer's will have on their water bills following the installation. stim in 61.1.16 also is about saving money and there clearly saving money refers to the savings after deducting installation costs.

hmm, the second question also doesn't mention any installation costs. both questions seem to talk about "saving money" in a similar manner.
there is no clear logical difference between "money such faucets can save" and "generators saving money" that can be universally acceptable to be used by lsat writers without inviting dispute about the question. imo the reason a choice is correct or incorrect would likely not depend on potentially infirm language interpretations.
