How in the world is this answer wrong?

Regarding Question 24 on PT74/S1(LR): can anyone please explain to me how answer choice "E" is incorrect?
This is the question about Ted and a car accident. 7sage states the correct answer is "B," but just because his car was damaged in excess of $500 doesn't mean that he in incapable of reporting the accident. The stimulus sets an alternative criteria: personal injury. Even if he was injured, though, it doesn't mean he was injured to the extent of incapacitation... Aren't we not supposed to make assumptions on the LSAT?
Answer choice "D" seems to be the most reasonable.
The only thing I can think of is that because the stimulus states "TED is not required to report the accident in which was involved as a driver" the question stem is asking us the pinpoint why he specifically is not required to report the accident, independent of the other driver.
Please provide insight. Thank you.
