When is it a good Idea to start looking for rule combinations on any type of game?

ALWAYS! As you are writing down the rules think about how they work with each other - what restrictions they create.

Seriously, always be on the lookout, and do it right as you are writing the rules down. Consider inferences upfront before getting into questions because trying to figure them out later in questions can be a huge time sink. You HAVE to combine rules and search for inferences in order to do finish them on time. Are you using 7sage videos to review games? Its free and you should check them out (available for every game) - you get to kind of see how the though process should be for games.

Also, there is so much scrap room on the LG sections now and being able to split game boards and fill out the different "worlds" is immensely helpful.

Yeah, like Columbia said, look for connections up front. I've found that connections are what make the difference between a game being "hard" and easy.

We usually (only half-joking) recommend that students put their pencils down before jumping into the questions and really look back over the rules to try to find deductions/combinations.
