Release of February LSATs?

These may be a really dumb question but why haven't February LSATs been released as preptests in the past few years?

It boils down to internal quality control is my understanding.

LSAC stopped releasing February LSATs/deemed February administrations 'non-disclosed' tests beginning in 1996. The currently available February LSATs from after that time (Feb '96, '97, '99 & 2000) were disclosed for sale as PrepTests for prep purposes by LSAC years after they were officially administered in Official LSAC LSAT preparation books with full explanations for all the questions (the SuperPrep book for three of them, and the Feb '97 in a book that is now out of print but available online through LSAC as what they call 'itemwize'- official LSAT PrepTest with explanations.
The main reason they don't disclose February tests is to make sure LSAC has a good supply of fully pre-tested/ready to be administered again LSATs test takers haven't seen before on hand they can use when emergency circumstances (such as bad weather) require them to schedule a make-up exam date for some people when any test centers are unable to administer the LSAT on test day to due bad weather or other emergency circumstances that forced last minute closure of the test center preventing registered test takers from being able to take the LSAT that day. It's happened several times over the last several years when some test centers got snowed out/closed due to severe weather in some areas and LSAC had to re-schedule a make-up administration for a week or two later for affected students. To keep the test fair, they have to administer a different, non-disclosed, test-form to people that end up having their test day re-scheduled for a week or two later, and to be able to do that LSAC has to keep an inventory of fully pre-tested/ready to go already printed out LSATs they can pull out of their warehouse and use for unexpected re-scheduled LSAT 'make-up' administrations.
TL;DR Short version: They keep the Feb tests secret so they can re-use/re-administer them again if they need to since it costs a lot of $$ and takes a lot of time to fully write, pre-test and create each valid LSAT test-form that meets all LSAT test specifications.
