Help with a principle question with conditional logic

Hi all,
Can you help me understand this question with conditional logic?
PT 54 S4 Q17
I see how (E) is totally right. But...
Answer choice (C) seems correct.
It says that Elgin obeys a rule and that the rule is detrimental to the general welfare of society, and it concludes that his obedience is wrong.
Our second condition in our stimulus is:
An action is right ----> required by a rule of the society in which the action is performed AND the rule promotes the general welfare of the people in that society.
(C) is a contraposition of our second condition. (C) denies one of the necessary conditions (promotes the general welfare of society) and then concludes that the sufficient is denied (not right). That's a valid contrapositive.
Can anyone show why I am wrong to think this?
