Fourth take in 2 years

How can one take LSAT fourth time within 2 years? does it matter if one of 3 takes is Cancel?

For significant extenuating circumstances, exceptions to this policy may be made by LSAC. To request an exception, submit a signed, detailed explanation addressing the circumstances that you feel make you eligible to retake the LSAT and specify the date that you wish to test. E-mail your request as an attachment to
LSACinfo@LSAC.org or send it by fax to 215.968.1277.

There were no noise issues. If I don't retake I miss this cycle, good reason?
Can not afford to miss cycle. Never thought I'd want a 4th take. It's disappointing. Kicker is that I regressed from the December score. PT average was above 170 and scored about 10 points below average my last fresh strictly timed PT.

I am not sure what went wrong with the actual test so do not know if it will not happen if I wait. Also my current employment is expected to be demanding next year and that will not help lsat. I did prep tests with strict timing with a much higher average so confused about the lsat result.
