I am expected to take the test on Feb 23 in Hongkong, but now I realize that I cannot make it there, so withdrawal is my only option.
BUT, on my LSAT Status page, I just cannot find anywhere to withdraw it!!! I withdrew once but that was two years ago, does it matter? Why can't I withdraw?

You're on the right page of the website, so either you're missing something or your online account is messed up. You should be able to withdraw unless the rules for international test-takers are different. I'd email or call LSAC to get to the bottom of it.
