Fee waivers for reapplicants

Hey everyone,
My friend had a quick q that she was hoping you could answer. She's reapplying to law school this year (applied 3 cycles ago, decided to do consulting instead of law school, etc.).
As a URM female with a 3.8/174 (October LSAT), she should be getting a ton of fee waivers, but she has yet to receive any from the top 14 schools. She tells me she is signed up with CRS. Does anyone else have experience with this? Is it possible that law schools just aren't giving her fee waivers because she applied previously?
