If you're already at your target score, I'd say take it. Maybe practice testing without much sleep every once in a while. The last week you don't need to study too much anyway, just try and do a little each day to stay "fresh" and ready for the test.

How are your intuitions regarding your scores? Can you tell how well you did on a PT before you score it? If you trust your abilities at gauging your performance, then I'd take it and cancel it if you feel like you bomb it, and if you feel like you did alright it's worth sitting there. You're looking at definitely taking later if you delay, or possibly taking later if you don't like your score. It's not that big of a risk, I'd say, probably worth taking it and then seeing how you did.
Also worth considering is how many administrations you've taken so far. If it's your last one this cycle or something like that, then that might change things.

That's pretty rough, I sympathize with you. But I'd recommend you go ahead and take it. Think about it this way - if you delay and end up with a scheduling issue the next time around too, you'll be even more anxious about the test. Just go for it now. If your performance isn't up to snuff, you'll feel it, and you can always cancel. There's a decent chance you could end up retaking, but it's better than putting it off and building more anxiety.

I don't fully understand this. For submitting applications next fall, a February test is late? I would have thought June is the normal time that people take the LSAT in order to submit their applications in the fall.
He's saying, and I agree with him, that if you're applying to start school next fall you should take the Dec test because Feb would be very late in the cycle to apply to school for the 2014-2015 school year.
Additionally, Clearly is implying that since you are willing to cancel your score, and that it might be that you aren't going to be applying for the 2014-2015 school year, but rather the 2015-2016 school year. If it's the 2015-2016 school year then you should take it Feb or later; there's no reason to rush.

Taking the February test is fine...if and only if you are applying in the cycle beginning the following fall (or a later cycle still). For instance, taking the February 2014 exam is okay if you're applying in the 2014-2015 cycle (for matriculation in fall 2015), but not if you're applying in the 2013-2014 cycle.
(Technically, some schools do accept Feb scores from the current cycle, but applying that late in the cycle puts you at a disadvantage.)
