Tutoring can work... but I think we will need a lot more about you (have you PTed? What are you struggling with? What have you tried?) to really give you a good answer.

Would a tutor really help? Depends on the tutor.
Is online tutoring the same as face-to-face? I'd say no, but I'm old.

Of course a tutor will help. Just hire good one, no use hiring a second rate guy who can only score a 160.

Where are you located?
If you're in a major city, you may be able to find a quality in-person tutor. If not, you may be best off going with online tutoring. Many excellent tutors offer online tutoring these days via phone or Skype.
As a tutor, I've found that my students don't seem to experience a significant difference between in-person or distance tutoring. (I've actually had students who tried both and ended up choosing to work with me online to reduce their commuting time.)
