does this mean it make an assumption based on what it is trying to prove? I am not really sure. Can someone clarify?

IIRC, it refers to circular reasoning.
The author claims something and uses that very something to support said something.

By the way, this answer is in the majority of flaw choices, but has only been the CR a few times. If you think this is the right answer, you better be damn sure of why.

Before you pick this answer choice, you'll need to underline two sentences in the stimulus that say the EXACT same thing (one a premise, the other the conclusion). If you can't find two statements that say the exact same thing, don't pick this answer choice.

it looks like this:
Presupposition: TLS is full of neurotic future lawyers who are an embarrassment to the profession.
Argument: This thread on TLS is full of neurotic future lawyers who are an embarrassment to the profession.
Conclusion: TLS is full of neurotic future lawyers who are an embarrassment to the profession.
