In which of the following cities must there be fewer than three hospitals?

Doesn't every city have fewer than three hospitals.

The first rule says - "No institution is in more than one of the cities."

I think my interpretation of this rule is the problem.... Even if it is... I still don't understand.

The rule "No institution is in more than one of the cities." simply means that you cannot have the same hospital in City 1 and City 2.

So, imagine the four hospitals were named A, B, C, and D. Hospital B can't be in City 1 AND City 2. (Think of it this way: You can't be in two places at the same time, right?)

However, City 1 can have hospitals A, B, C, and D. There's no stated rule that stops this.

To clarify it further, the second rule says "None of the cities contains more than one jail" and "none of the cities contains more than one university". THAT's the rule that limits how many of a type of institution a city can have. IF that rule said "None of the cities contains more than one hospital," you would be correct.

I think you were taking the rule to mean "The city can't have more than one institution", which is entirely different.
