How is C correct? Isn't the claim addressed by talking about the attempt of careful avoidance?

Of course, the response to the claim fails to remove all doubt as to whether his pesticide use is affecting things.

She's claiming that his pesticides are spreading to her farm via runoff water, and he's claiming she's wrong (which would mean that his pesticides are NOT spreading to her farm via runoff water). But neither of his subsequent statements (that he's using organic pesticides or that he's careful to only spray on his own land) refute her claim at all. She's not claiming that his pesticides are harmful, and she's not accusing him of spraying on her land. She's saying that the pesticides are spreading to her land via runoff water, not as a result of sloppy spraying on his part.

So answer C is correct - he's done nothing at all to address her claim.
