what does "travel times" mean?

when i came to this question, i was wondering why an explanation is needed for the decrease of "travel times"? Speed is lower, time period is the same, and so "travel times" is lower, which leads me to the answer D.

do i have the right understanding of "travel times"? Thanks!

"Travel time" is referring to the time that a commuter is spending on that particular highway, as in, it took 30 minutes to go from A to B before the speed limits were reduced, and it took 20 minutes to make the same trip after. A/C C explains why.

A/C D doesn't really explain why travel times were reduced. It just says that enforcement of speed limits was rigorous both before and after.
