Preptest 2, Game 4

I have to say, this game had me stumped for a while. What would be the best way to attack this game. It took a while for me to conceptualize everything in it, especially as the rules are overlapping.

Thanks! It seems that some of the early logic games seem to be much more perplexing than the newer ones. Am I right to see this or am I just screwing them up?

There was definitely more odd games back then. Around 2000 things started easing up in that respect. But, good to use those games so we're ready for anything...
