Can you explain this Logical Reasoning Problem? :)

Hi friends,

If anyone could provide me with an explanation of problem 13, on LSAT 19 Section 4 it would be greatly appreciated!

My reasoning on this question was as follows:

1) Effective -> Rotten
2) Effective -> Deceitful
3) Honest -> NOT Effective

Elim A b/c we have no info about all politicians being rotten, only effective ones
Elim B b/c like A it is missing the term Effective or NOT effective
Elim C b/c it is not supported in the stimulus

How do I decide between D and E?

2) Has an inherent inference of Some politicians that are effective are deceitful.
3) Has an inherent inference of Some politicians that are honest are ineffective.

In the power score Bibles the "some train" goes either way <---> (Im trying to use the some train to get an answer.)

(D) is wrong because deceitfulness is necessary, but not sufficient, for effectiveness. (E) is right because scrupulousness is sufficient for ineffectiveness.
