Can someone help me understand the term, "not other than suspension bridges"?
I understood it as a double negative which would be that "Some bridges that were...." are suspension bridges, which would be wrong.
How could I more quickly comprehend "not other than something"?

"Not other than X" means all inclusive of X. I have a bag of mixed apples, oranges, and bananas. All fruit not other than the apples is rotten. Thus, all the apples are rotten.

It's worth noting in this problem that we don't know whether any suspension bridges are in need of rehabilitation or not. In fact, we don't even know if any suspension bridges exist at all. "Suspension bridges" are only introduced to throw you off. Try eliminating every sentence in the stimulus that mentions suspension bridges to see how they did this.
