Prep 26, Section 3, #4.

For #4 in prep 26, section3, why would C not be a correct answer choice?

For instance, where is the "another proposal"? It is not stated in the stimulus, I think.

C is the correct answer choice. Seems like you might have been looking at the key for section 4, which does have E as the correct answer to its #4.
