Prep 26, section 4, #4

For #4 in prep 26, section4, Why is answer not C?
I was confused between C & D, never thought that E would be the answer..
Also for #1, why would C be incorrect?

For this question, you need to be able to point to something in the passage that says the same thing as an answer choice.
For C, I can't find anything. I don't know that the burdens fall differently on different people. I know there's a burden on people, but not that it's different on different people.
For D, that's the opposite of the author's viewpoint. The Author is pro-compulsory service. D is anti (oversteps its bounds). Can't be the answer.
For E, "Even the most conservative of politicians admits that tax money is rightly spent on programs that...similar benefit to the nation?" That section of the passage supports answer E.
Also for #1, why would C be incorrect?

For C, where are you seeing something strong enough that it would rise to 'alarm'? Also, I don't see much about people taking advantage of each other.
