I get how the answer choice D would weaken the critics of New Urbanism, but wouldn't that also weaken the New Urbanists?

New Urbanists: Suburban housing = economic segregation (I'm going to assume this sort of refers to white flight) = bad

Critics of New Urbanism: Suburban housing = expression of personal mobility = leave us suburbanites alone!

For the record, I picked B...for God know's what reason.

Honestly, it doesn't matter. The question isn't asking for something that would weaken the critics AND strengthen the New Urbanists. As long as it weakens the critics' point of view, then it answers the question.

In this case, the critics basically say that people moved to the suburbs because they wanted the freedom and mobility offered by driving (lines 46-50). (D) gives an alternative explanation -- people moved to such areas because it was cheaper.
