I picked B for this question and I don't see how the correct answer covers the entire stimulus. I think that the correct answer only covers the third sentence in which case it does not perfectly conform to the proposition the testmakers deem correct.

For future reference, you are not allowed to post actual LSAT questions on this forum. You may, however, reference the problem you are having trouble with as you did on your topic title - then someone can find the problem and answer your question accordingly.

I believe you overlooked the "problem" that the correct answer choice (A) refers to. This problem is the "budgetary pressures to make the programs cheaper", compounded with the fact that they are having to "produce results as quickly and cheaply as possible." So, their efforts to make the program cheaper while also producing quick results serves to exacerbate the probability of a debilitating explosion - that is, the "other problem".
