Edit: Wow nvm, applying the negation test to C) would weaken the conclusion.

No Tilling is a method as stated in the stimulus, and it's the recommended option in contrast to deep tilling. Answer choice C) says the argument depends on the assumption that tilling by any other method other than deep tillage is not a viable option.
because shallow tilling could be an option
