Original exchange from the West Wing ep:
"Toby, an encouraging word from you to Sam wouldn't be totally out of line."
"Sam doesn't need to be patronized. He'll shake it off."
"It'd make him feel better."
"I don't want him feeling better, I want him feeling mad. Is there anyone you'd rather have as a blood enemy less than Sam? That's how I want him."
The sorta-opposite in different words
Is there someone you'd rather have (mowing your lawn) [MORE] than Sam?
Translation: I want Sam to mow my lawn more than anyone.
Back to the original line, I think it literally means Sam is pretty tame as a blood enemy. But I don't think that's what the writers meant, based on the original full line. I think the line was just written poorly.
