So the answer is D. I was between B and D, but ultimately went with B because I thought D was a little bit too absolute.
Can some explain to me why it's D? It seems that D makes too many assumptions to be true.

Yea, the key is that it doesn't matter how many people are against the plan, it could have been 200,000; or every person who lives in the town. That doesn't mean it supports the conclusion of "the approach would damage commerical fishing operations". Unless it's stated they are experts or another specific reason is given as to why they are qualified to speak on the conclusion, it is a flawed premise. That goes for any question that uses the "a lot of people think" or "a majority believe".
