I don't understand why E does not help, although I clearly see how all the other choices do. But would someone please walk me through why E is wrong? I'm guessing it has something to do with proportions, but I can't seem to wrap my head around it just yet. Thanks!

E Is talking about the ppl that died. Not why there is a increase of deaths. This doesn't solve the discrepancy. Read exactly what E says with out thinking too much.

That is sort of what I was thinking, but wasn't sure. So is it wrong because we don't know about the relative numbers of people who died with or without seat belts, nor can we conclude from this alone that more people died, whereas the other answers make it more likely that more people would have died? In other words, I suppose with E it is possible there was not any increase in deaths despite the fact that most people who died were not wearing belts. Is that right?

On resolve questions don't over think when it comes to answer choices. This simple: does E tell us why more people die? Maybe. Does it tell us why the law isn't working? No. All the other answers answer yes or maybe to both of those questions.
