Sending LSAT scores & when to apply?

Hi,
Recently I realized I'll be able to graduate in 3 yrs so I'm suddenly thinking of applying to law schools this year.
But I want to make sure I have a reasonable timeline that'd still give me a good chance of getting into law schools-
I'm planning to take LSAT in October after intense prepping over the summer, and was wondering a couple things.
1) The scores come out roughly after three weeks, right? So I guess my October score would come out in the end of October.
How long does it take to send the score to law schools? If I report the score after I receive it, then when will my application be complete, assuming that I already handed everything else?
2) For T14 schools, does it make a lot of difference if I apply in mid-November ish, versus, say like early or mid October?
I don't know if that's still considered early enough, or my chances of getting into good law schools would significantly change.
3) How important are recs? My gpa is about 3.98 (private university, in top 15) and I think I can get decently good recs at this point, but I don't think they would be awesome, or stand out much (I haven't really developed deep relationships with professors yet, and since I'll be applying soon, technically in my Junior fall, I don't think I can make a big difference)
I'd really appreciate answers to any of these questions. Thank you!!!
