Conditional question concerning A->B->C

If the conditional is:
A->B->C
Can that also be seen as:
A->~C->~B
Are you allowed to flip and negate within a conditional. It seems that those 2 statements are equivocal.
I personally do not believe that it is valid.
I know the contrapositive is to fully reverse and negate, but I just was curious.
