That's probably the consensus view. KJI came into power at a later age and as the only suitable successor whereas KJU is younger (28-30) and wasn't the first choice to succeed KJI. I can only speculate but I think his foreign policy for the most part is shaped for him, as he gets older he'll likely take a stronger role.
