Fee Waiver Tax Form question

I called LSAC directly but they are on holiday break until January 3rd, so I decided to ask here instead.
I don't file taxes, so I'll be mailing to LSAC a copy of my parents' 2010 tax returns. Do I need to mail the entire tax return forms (which is like 19 pages) or just the cover and summary sheets (which is like 4 pages)?

I sent in all of the pages, but the part they really need are the actual 1040 forms. (Assuming that's what they filled out and that they're not self-employed.)

Well I already paid for and made copies so I might as well send in the whole thing. No harm in that incase they want to ask for something else I might have mistakenly not sent.
