is this photo requirement something new?

I took the test in october '10 and I dont remember any email or requirement of such. When did they start doing this.

For the '11 sittings. Was news to the world apparently.

Started in June 2011. LSAC typically makes policy changes in the June of a given year, as cycles run from June -> February.
