Rules:

Tuesday is the only day on which george can give a report

Neither O nor R can give an afternoon report

If N gives a report then on the next day Helen and Irving must give reports, unless Nina's report is given on Wednesday.

why cant robert give a report on wed?

If Robert gives a report on Wednesday, N must give a report on Monday. If N gives a report on Monday, H and I must do so on Tuesday which leaves no room for G since G can only give a report on Tuesday.

The problem is your hypothetical I think. Per the question, N can only go on Wednesday and R on Monday morning with G on Tuesday.
