Can someone help me out diagram the following sentence?

"This always permits more realistic planning and strongly encourages innovation."

If you diagram the above sentence, is it:

(a) This -> permits

or

(b) Permits -> This

?

Other things may permit more realistic planning, so "this" would not be a necessary condition.
