PT59 LG Sect 1 #5

For this must be true Q I've diagrammed a senario which seems to conform to all the rules, yet none of the answer choices indicate this. I've got
L/PTH(F/S)/I(F/S)... in this senario it appears that family law and securities can clearly be on separate floors.
Alternatively we can have H(F/S)/PTI(F/S)/L. Still family law and securities are not forced to be on the same floor.
What am I doing wrong?
Thanks
