PT 52 September 2007 LR2 Q25

Last Q of the 2nd LR section...even looked at this one for like 5 minutes after I finished the test and still couldn't come up with the answer. My main problem is the way the word "present" is used. I'd have argued my ass off to have this Q withdrawn. Can't really make too strong an argument for any of the other answers, but the right one sucks too. Thoughts?
