The answer on page 31 says lines 10-12 are beliefs of the framers, but I think lines10-12 are just pure information, not viewpoint
viewpoint is lines 13-15
anyone feels the same?

It should say 10-15.

On a side note: get the Manhattan RC strategy guide. It's way better
