Does this mean that each of these five have to be recycled, or is it simply saying there are no other possibilities than these 5?

Without looking at it in context, I'd say both, unless they list more than 5 materials, in which case some will be left out.

It means that exactly those 5 materials have to be recycled. So you have to accommodate all 5 in the 3 centers.
