PT #9 Section 4 Question 4

I am having trouble understanding the answer to this problem. Perhaps it is the "only if" element that I do not understand.

Elec. is moral and intelligent -------> dem. function well

Must be true question. "logically inferred"

answer. ~Elec. moral and intell. -----> ~dem. function well

~ = negation.

Isn't this mistaken negation? I think maybe I am diagramming the prompt incorrectly. I would greatly appreciate any help. Thank you very much!

"Only if" signals the necessary condition, so the stimulus would be diagrammed like so:
DFW → ME and IE

The contrapositive (choice C) looks like so:
~ME or ~IE → ~DFW

DFW = democracy functions well
ME = moral electorate
IE = intelligent electorate
