I'm failing to see how D strengthens the answer. I've thought about it in every way and I feel like it weakens it.Any help?

The environmentalists want to use methanol instead of gasoline. Both have carcinogens. Formaldehyde for methanol and benzene for gasoline.
Answer D says that the carcinogen that methanol producers is not as bad as the carcinogen (benzene) that gasoline producers.
Mods, let me know if I'm too detailed in my response. I admit I still don't completely understand the rules.

but the conclusion states that the proposal has little merit. Wouldn't saying that the carcinogen isn't as bad mean the proposal is somewhat decent?
maybe I'm missing something completely

You are. It does mean the proposal has merit. The question is asking for something that strengthens the ENVIRONMENTALISTS argument, which is that methanol should replace gasoline. It is not asking what strengthens the argument of the whole stem.
