I'm in Canada as well, and in my opinion you have a better shot here. A 165 is good but not sure where in the top 14 that will land you. Theres always a chance though, apply and see what happens.

As far as LR goes, the October test was tough as nails when it comes to LR, and if last December's test is any indication, this December will be a doosy.

I took the LSAT three times. I'm applying now, so I don't know where I'll get it. It's annoying how little data there is on third time takers :-/

I really recommend it. I was 157/164 and got a 172 in October. Most schools required an addendum, and I just told the truth: I stopped blindly making the same mistakes over and over and started analyzing my weaknesses and working to fix them.

If you think you can do better and you're not applying until next cycle anyhow, why not try again? There's not a lot of real drawbacks, imo.

It's discouraging as a few of my friends who retook in Oct actually got lower scores. :( I don't know whether I was just lazy and not fully prepared, or I'm just bad at taking tests.
October was a very tricky test, a lot of TLS'ers scored lower than their other tests. If you are waiting for june you have plenty of time to improve.
