People have looked into this before, and I'm sure somebody will pop in with a link to a thread... but at this point most schools below the t6 will look at your highest, and if it comes down to choosing between you and somebody else with the same high score, they will choose the one that didn't have to retake for it. Even within the t6, I'd hardly say they "average." Nobody is looking at a 179 and a 160 and saying "well this person has the equivalent of a 170." It just doesn't make sense. When a school says "we look at all the scores," it means just that: look. It's just that at some schools with mounds of competitive applicants with similar numbers, they look a little harder. By nature this is going to be HYSCCN and a few of remaining top schools.
Tried doing you a favor and looking up for the thread, but the few I ran across were a bit dated... these policies change.

Quick Summary
Below T6- Just take your high score
CCN- Will glance at your other scores, then just take your high score
HYS- Will consider your other scores slightly, but greater emphasis is on the highest score

Cornell, no one is going to average your 179 with your 166.
Just write an addendum saying you were sick when you scored a 166.
