If there is a chance I might retake the lsat in december, and some schools like harvard avg. your scores. And since I don't know my score for october yet. Do I need to hold off on actually completing and sending off my apps? because is there a chance that they might just look at my october score and if it is bad simply reject me before I get a chance to take the December LSAT?

I would say that you have it submitted before there EA and ED deadlines.

If you are going to retake just let them know usualy they will put a hold on your app. at this point.
