Overtime Pay is one specific duty - the arguement is going to the plural 'duties'. If 'B' is true the person who wrote the editorial would say 'So what, I was talking about the total'.
Choice 'E' really damages the ORIGINAL arguement because it claims the Planning Department is doing much more now than in 2001 (because of the changes in 2003) so to say the $100,000 vs. $524,000 comparison is 'apples to apples' would be incorrect.
