Can someone please explain this one...

I don't see why E is incorrect?! or why D is necessarily true based on the stimulus.

E: In order to be "acceptable", it must contain no bacteria and be properly sealed. If you just sterilize it without sealing then it is not proper.

D: if you don't sterilize, you slow down the rate of growth in order for it to be acceptable. Slow down means it CAN contains at least some.
